User Story
As a Salesforce user, I want to receive an error message when I try to save a new account or update an existing account with an invalid billing state. An invalid billing state is any state that is not within the United States of America (USA) or any other country that goes by the name "America." Additionally, the state must not be one of the following: Indiana (IN), Texas (TX), Florida (FL), or New York (NY)
