Create a screen flow:
This screen flow will create a vehicle with some conditions. There will be multiple screens.
SCREEN A:

Owner (ContactId)
Checkbox: I need to create a new contact.
The following fields must be visible if the checkbox is checked

Not: You can use name or text as an input.
