Create a new object to store all the vehicle categories.

New Object: Vehicle Category

Field	Data Type
Label	Vehicle Category
Plural Label	Vehicle Categories
Object Name	Vehicle_Category (Auto Populate)
Record Name	Category Name Data Type: Text

Select "Launch New Custom Tab Wizard after saving this custom object" to create a tab.
Make it visible to all available profiles.
Add it to custom app we create earlier with the name Vehicle Manager
