Yes, multiple users can have the same role in Salesforce.
Roles in Salesforce define the level of access a user has to records in the system, and they are primarily used for sharing and record visibility. Since roles are hierarchical, multiple users can be assigned the same role, and they will have the same access to records as other users with that role.
Having the same role does not prevent multiple users from being assigned to it. For example, both a Sales Rep and a Support Rep could have the same role if they need similar access to records, even though their job functions are different.
